Jim Geraghty of National Review Online describes the goals of terrorism well:
Those who seek to terrorize us have cast us, against their will, in their own little psychodrama, where they are somehow heroes who nobly lash out at a society that has callously disregarded their demands — be it that we give up our decadent Western ways, or that the government stop flying black helicopters over their house, or whatever. They attack and kill their initial victims, but their real audience is everyone else who sees the attack and recoils in horror. The perpetrators hope that if we’re subjected to enough horror and bloodshed, we’ll psychologically crumble, and begin to contemplate meeting their demands.
